Lukáš Parízek: An Important Aspect of Counterterrorism is the Monitoring of Financial Flows

The regional conference on countering terrorism organized by the Organisation for Security and Cooperation in Europe is being held on 17 and 18 April 2019 in the Turkmen metropolis of Ashgabat. The conference was opened by the State Secretary of the MZVEZ SR and Special Representative for the Slovak Chairmanship in the OSCE Lukáš Parízek.


The agenda of the conference focuses on the financial aspect of terrorism, mainly the link between terrorism financing and organized crime.  The strengthening of the legal framework regarding these issues, and the exchange of information and cooperation amongst specialized agencies are significant issues for all participating states.


During the two-day conference, experiences will be shared by high-level state officials and experts from the countries of Central Asia, representatives of the OSCE participating states, international organisations, financial institutions and specialized agencies. At the beginning of the conference, speeches were also delivered by Thomas Greminger, OSCE Secretary General, Peter Burian, EU Special Representative for Central Asia and Jehangir Kahn, Director of the United Nations Office of Counter-Terrorism.


“Since the beginning of the year, more than 600 terrorist attacks allegedly took place. If we translated this figure into statistics, it would mean 6 attacks every day, every four hours on average. For me, it is a horrible image. It is important that this conference focuses on terrorism financing because, in the long run, it is smarter to treat the causes of a threat than its symptoms,” stated Lukáš Parízek.


A significant part of the conference on countering terrorism deals with the challenges and tasks for governments, specialists, and also the private sector. These are related to gathering digital evidence and to the abuse of non-cash payments and the social media. The goal is to secure the cooperation of several stakeholders in the process of disrupting the financial flows of terrorist networks.


The Ashgabat conference is the first of a series of regional counter-terrorism conferences in the region of Central Asia and is a follow up to the Bratislava conference in March with the title “Taking Stock of Efforts to Prevent and Counter Terrorism as well as Violent Extremism and Radicalization that lead to Terrorism in the OSCE Area.” In May 2019, the next international conference on countering terrorism in the context of funds coming from revenues from drug smuggling and trading will be held in Dushanbe, and for June 2019, another conference with the theme of preventing violent extremism and radicalisation that lead to terrorism will be held in Ulaanbaatar.
